16. Certificate shall be Personal:
(1) No person other than the concerned person shall use the certificate issued pursuant to Rule 9 or 10.
(2) If anyone abandons to represent the concerned organization or newspaper, the person or the manager or the editor of the concerned organization shall give a notice to the Director General within Seven days and return the certificate.
